I could go into long reasons why it's not a good idea to use tables for layout, but the best real-world example I can give is here:
http://www.csszengarden.com/
That site has literally HUNDREDS of completely different visual styles and layouts and only the CSS is changed. This would be impossible with a table-based layout.

Since a few hours have passed since you asked, I'll try to answer this, even though there's many people here who could probably answer it better.
In my opinion, you've barely specified enough information in your question to formulate an answer, but I'm going to guess you're referring to the issue of whether to do layout with tables or divs. ; If that's not what you're asking, then ask again with more specific questions.
Concerning "table" vs. "div", you can do layout with both, but lately it's understood that combining "div" elements with the use of Cascading Style Sheets is much better and more flexible than using tables for layout.
Concerning your last question, I'm not really sure what you're asking. If you're asking why you would design a site that doesn't use "div", I would guess if you had to support ancient obsolete browser versions.
