The key question here is: On who's behalf are you going to be adding
events? Every event added to upcoming is associated with a particular
user who submits it (and that user gets all the credit!) If you are
adding events and you are ok with all the events being added under
your own user name, then you don't need to wait for anyone's
permission -- you just need to type in your yahoo username and
password on upcoming, retrieve the token, and submit it with the
events you're adding, according to the documentation you found at
http://upcoming.yahoo.com/services/api/token_auth.php.
Perhaps you want to create events on behalf of your organization
instead of yourself? In that case, create a new account on upcoming
with an appropriate screen name, and use that login and password to
authenticate instead.
Finally, you may be creating an application which allows third parties
(other users on the net) to create events through your application and
post on upcoming. In that case, part of their workflow will be to
login to Yahoo, and then continue on at your site to submit the events.
