I think the official policy is that it's available on the public
mirrors two weeks after the the DVDs are released to those who want to
buy it. For those who wish to wait the additional 2 weeks, you can
download from public mirrors. Check this at
http://www.terrasoftsolutions.com/products/ydl/delivery.shtml



That should make it clear.

Yep!  The Apple .iso is on the public mirrors.  Remember that this .iso 
is intended to be burned onto a DVD!
Caveat.... if you don't have DSL or FIOS or Cable as your high speed 
connection, forget it. Just buy it on a DVD.
Using dial-up would require several days...
