I'm not sure that is true, or at least was true once upon a
time.  Where 
the 'family' could receive actual reliable help from ones
neighbors 
and|or extended family.  So that there was more then just
ONE someone to 
care and raise children to be a responsible person.

A better word than family or neighbors might be
"community".
