Put simpler:
1.) People can participate in militias
2.) Those militias (made of people) can bear arms
3.) The federal gov't can regulate militias, but cannot deny
them from
bearing arms.
FYI - I'm not saying I agree with that, I'm just saying
that's how I read it.
