Yes, he apparently does it all the time. It's harder to tell

Obama is off script because he doesn't tend to inject
spoonerisms, or
stammer and lose his train of thought. He doesn't make it as
easy to

systematic about it, because this will be my final counselor
when I am making decisions in the White House, and I want to
make sure I get it right."

Then:
Everybody (pause) uh, eh, you know, who is tangentially
related to our campaign I think is going to have a whole
host of relationships.  I would have to hire the vetter to
hi-- to vet the vetters.

So the person doing his most important job is tangentially
related to the campaign? Sounds like the barber.
