I'm not saying everyone should move, but that's definitely
what I would do.
I might sue to protect my interests later, but the first
order of business
would be getting the hell out.

As to "having no place to go", whatever. As you
noted, there are no customs
checkpoints between the states, people can go wherever they
want. If they
choose not to leave, that's their choice.

The point though is that this does not work expect possibly
on a limited
individual basis. What if you just built your dream house in
Santa Fe and
they start drilling next door? That has happened. What if
you're a Navaho
and you live where the last six or eight generations of your
family have
lived? This happens too.

So why should the onus be on the people to leave if someone
starts emitting
noxious fumes in their vicinity?

NOt anymore, there's a lot more surveillance on the borders
now than there ever has been - RPV's on both sides and a lot
more patrols. While you still can get across its a lot more
difficult to do it undetected. A lot of the holes on the
border I knew about are no longer holes.
