Of course they are. The President has veto power and
Congress has
purse power. As a group, the Neo-Cons control both Congress
and the
Presidency. They not only control what legislation is
proposed, but
what is passed by the House, Senate, and the Executive.
That makes them alone responsible for the Pork.
You argument would be akin to saying that your children are
responsible for your credit card debt because they live in
the same
house. You and wife alone control the finances in your
house. The
kids have influence, but you sign the checks. If it's done
wrong it's
your fault.
