The president has veto power over an entire bill, he does
not have line item
veto and most, if not all pork is embedded in a bill that
will and sometimes
should pass. So the president does not have the power to
veto pork, only the
power to veto entire bills. If he exercised it then no bills
would pass.
This is NOT something specific to Bush but to ALL
presidents.
Congress is made up of a LOT of people of many political
parties. The all
have different committees that they are on and different
bills that they
join in on. To say that only the neo-cons or even any single
group has
control and is responsible for all the 'bad' in congress
is to be rather
blind as to how the system works. If everyone in congress
was a neo-con then
your statement would be true, but....
Right, me and my wife both control the finances. Two
different people with
agendas that sometimes are the same and sometimes not. My
analogy is exactly
that. there are more than one group in charge, even if they
all act like
children.
