Mac iBook G4 14" OS install on new HD

Yikes.

It won't even detect that the harddrive is there even when
I go into
the disk utility it won't show up.

History:

-  I start in install mode
-  I name the hd in disk utility
-  I start to install
-  Says there is an error

I restart the computer
-  I find the hd in disk utility and repair
-  Repair completes with green words (yes...green!)
-  I restart computer
-  Start install on HD
-  Stops during instilation...black screen
-  It ran out of juice
-  I plug it into a socket
-  It won't show that the hd is there anymore

Help please
