Mouse slows or stops when other apps using resources

When an app appears to be using any amount of resources
(loading a web
page, running virus scan or adware search, etc.) the mouse
often will
not respond until the resource-intensive activity is done.
It works
fine otherwise. Computer is a P II 400 with 320 MB of RAM. I
have only
essential apps running, and recently slicked the hard drive
and
reloaded the OS (largely because of this problem).  I had
the problem
on Win98FE, and "upgraded" to Win ME (yes, I
know it isn't much if any
improvement).  Is there a way to increase the priority of
the mouse?
Can't change the IRQ, either inside windows or in BIOS. 
Any ideas?

hey there.
Since it is an older system, really you would ne better off
using 98SE
because ME much more of a resouce hog. Besides that though
turning off
the animated windows may help your situation a bit.
I have an older 266Mhz w/ 64megs of RAM kicking around, and
I
downloaded "GAMEXP" wich turns off anything
there to make things look
pretty. None of that pretty stuff is needed and you may find
that it
helps your mouse. You dont need to install it either and it
makes a
backup. take a look!
 I also started using K-meleon on the old pc. It is much
much lighter
on resources and uses the same engine as firfox(mozilla).
Plus it is
way faster, has good security, imports your favorites from
IE , lah de
dah. You may want to look into that as well.

Got SE installed, and as I started to reinstall everything
else, looks
like McAfee could be the culprit.  Any other AV apps that
aren't as
resource-intensive?

Personally I like Avast. It is well trusted, scans mail,
internet plus
more. Also you have the option of turning some services off,
like
e-mail if you don't use Outlook express. If you do go for
Avast Make
sure that you register it or it will only work 30 days.  It
is free for
home use.
Also once installed right click the 'i'  on the your
taskbar to merge
the two icons. This just saves clutter.

 Another program you may want to try out is Ccleaner wich
will clean
out so much junk and clutter ,  old uninsallers, broken
shortcuts, and
the list goes on, It lets you back everything up just in
case and is
very fast, even on older PC's

Also
Its always a good idea to keep your system with as few
applications
running in the background as possible. You can go a long way
by just
running good old msconfig
start->run->msconfig->startup->disable
all->ok->reboot

Mice require CPU time to operate. Some mouse drivers (and
there is even
a program to do it), will adjust the report rate from the
standard 40
to 200 polls a second. The upside to 200 polls a second is
that your
mouse will be much smoother then 40 (I'm picky and can't
stand anything
less than 100), but on slower systems this can cause erratic
mouse
behavior because the CPU can't keep up with the mouse when
loading
programs. One way you can minimize this is to get a USB
mouse. USB mice
operate at 125 polls a second standard however they usually
use the USB
to process this and don't interrupt the CPU (as I
understand it).
