Hacking cvs2svn for a different RCS-based versioning system

I'm facing the challenge of converting a non-CVS based
system into 
Subversion. This other system IS based on RCS.

I've perused the source for cvs2svn, and it seems that the
only code 
that is specific to CVS issues is code that deals with Attic

directories. From what I can tell, the rest of the code
seems to limit 
itself to RCS standards and formats. However, I'll quickly
admit that 
I'm far from a guru when it comes to the inner-workings of
CVS vs RCS.

I've got a PDF of Tichy's paper on RCS, and I've got the
CVS 
documentation for reference. Could anyone quickly confirm or
deny that 
cvs2svn's only dependency on CVS specific formats or
metaphors is with 
the Attic?

I don't think we can confirm this.  You'll have to try it
to find out.
RCS's idea of RCS format and CVS's idea of RCS format have
diverged in
small ways over the years; you may find that your RCS
repository does
things that cvs2svn does not expect -- or you may have no
problems.
