The fix for this problem is in svn in the cvs2svn trunk, but
hasn't been
incorporated into a release yet; i.e., it is not in version
1.3.0, but
should be in the next release.  Did you download cvs2svn
from svn, or
install release 1.3.0?

If the former, then the error is expected.

If the latter, then please provide more output if possible
and also the
version of RCS that you have installed (if any) and the
result of
running "co -V".
