Just couple more observations:
Windows SDK was the only compiler installed on this new Windows XP install.
Even though ES 6.0 installer says now "unable to find a c/c++
compiler" i was able to launch ES 6.0 and manually precompile all
libraries, including vision2, and now i have a working system. yay!
ES 6.0 is much nicer/ faster than 5.7

The Eiffel 6.0 installer in Windows XP may silently fail on the
precompilation step. this seems bad considering the variety of windows
compilers people are going to be (attempting) to use.
I thought it was just my odd system or something i was doing wrong so
i started with a clean install of Windows XP and with other compilers,
and no other Eiffel versions.
I installed Windows SDK, and then the latest Eiffel 6.0 release.
I discovered this installation failure because i had erroneously
installed the Windows SDK without the Platform SDK ( i.e. must select
"Windows Vista headers and libraries" even though i am only running
Windows XP , not Vista)
The Eiffel installer happily went through all the precompilation
steps, but later when working with sample projects, I discovered were
lots of errors about driver.exe and missing C precompilations.
after installing the "Windows Vista headers and libraries" with the
Windows SDK setup.exe, i launched the Eiffel installer again, but now
the installer says "unable to find a c/c++ compiler". that's strange
because Windows SDK is installed. and why didn't it fail the 1st time
i installed Eiffel?
i am running the repair on the Windows SDK setup.exe now
