It sounds like your APA Style has been modified to have
'Sentence style
capitalization' under Bibliography--Title Capitalization.
You can keep
this as is (although the default style in APA is 'Leave
titles as
entered'), and you can set up any phrase to NOT CHANGE CASE
in titles:
Go to Preferences--Change Case and under 'Do not change the
case of the
following items:' type in 'United States' and click on
'Add'.
Alternatively you can edit your APA Style to 'Leave titles
as entered'.
