If you need to enter special characters on a regular basis,
then IMHO a
different keyboard layout is the only solution. But, before
you start
making your own, research if someone hasn't already made one
which might
suit your needs. For instance, en-dash is not available in
US-International, but it is in the custom "US Ireland
Extended" layout:
