Oh wow. Amazing. Thank you so much! It worked and I am
thrilled. Sorry
that I missed seeing that in the EndNote manual. That thing
is massive
and I haven't read it in detail the way that I should. I
have two other
manuals that I've been using and they're so-so.

It's the filter -- you should use EndNote Import (basically
an extended
version of Refer). See the manual,  Chapter 7 > Creating
a  Tagged
EndNote  Import File. Refer doesn't have tags such as %U,
which is why 
that info is ignored when importing.
