There is an English law style (OSCOLA) on the Law Faculty
website for
EndNote, including for version 7. It is a bit different than
Blue Book,
but you might find it useful to start with, and adapt
yourself. You can

Hopefully someone else will come up with a much easier
suggestion that
this on the title capitalisation: I can't really think of a
way to
change the titles to caps other than individually adjusting
each
reference (after you Remove Field Codes) using Word, Format,
Change
case. You could also create a new library of your references
for that
article, copy and paste out the title for each reference
into Word, use
Change Case, paste them back in, and then change the output
style
bibliography 'title capitalisation' to 'leave titles as
entered'. Either
way it sounds tedious - definitely an after lunch job.
Thanks to everyone for comments on the library - I advise
using only one
library, but I wasn't sure if it was actually the best
idea. Keeping a
mini-library for each publication for safety's sake seems
like a good idea.
