Connection error "gave up waiting for the host to respond"

I've encountered a problem where EndNote times out after
about 20
seconds when trying to connect to a Library Catalog.
Might someone have an idea on how to edit the period before
EndNote
returns a "timed out" error?  This seems to be
controlled within EndNote
rather than the remote server, as EndNote gives a "gave
up waiting for
the host to respond"

I found a similar post in Nov 2003, but apparently there
were no
responses (link below)
