second thought:

It occurred to me that if your computer is connected into
network the
problem can also be that there is a conflict between your
network
profile and computer registry.

Then you need to clean up your registry by Regedit
programme: 
HKEY_CURRENT_USER - Software - ISI ResearchSoft. There you
need to
delete EndNote folder and reboot your computer. When your
computer start
the registry will be rebuilded.
