When reporting is enabled, all changes to consumables are
written to the
reporting file (and to the ARCo database).
If many consumables are configured and used in a cluster, a
huge amount of data
is generated,
even if the consumable data is of no interest.

For non consumables, which variables to report is configured
in the exec host
object, reporting_variables.

Add an option to the reporting_params (global
configuration), to switch off
writing of all consumables, and only write consumables to
the reporting file,
which are listed in the reporting_variables.

Do writing of the consumables only when their value changes
(as before), and for
non consumables in the load report interval (as before).
