Restoring a clsuter running with classic spooling the
restore procedure does not
a clean restore.

Doing a backup from a cluster with 1 queue, create a second
queue and then
restoring the 1 queue configuration, the second queue still
appears.

The restore procedure has to cleanup the complete
configuration before restoring
it, to prevent resiting fragments of old config.
