well, if you are absurd, sure that's what it says.  More
likely, they don't
have -- or simply don't want to use -- the rights to stream
the content
outside of the U.S.

Simply, they might have partnerships outside of the U.S. to
distribute
content, and their partners might be balking at approving
the streaming of
the content outside of the U.S.
