Details:

When running on a multi processor system, calls to
DateTime.UtcNow can result
in the following exception:

System.ArgumentOutOfRangeException: Ticks value for DateTime
is out of range
Parameter name: Ticks
    at System.DateTime..ctor(Int64) in
./System/DateTime.cs:136
    at System.DateTime.get_UtcNow() in
./System/DateTime.cs:788
    at PortabilityProblems.DateTimeBug.Run()

Attached code reproduces problem, but not always.  Running
it repeatedly
tends to cause it to fail about 30% of the time.
