This might work if marketed to small business owners, like a
picture
frame store (for example), that just wanted ads on a local
level.
$100 a month might even be a bit steep for their advertising
budget.
They aren't going to be "the best" in the world
but they might be "the
best" in Topeka, Kansas (I just got done reading The
Dip).

They might be crappy ads but they might be the best ads from
your
local small business.
