Yes, we do not have this implemented under Linux. Fill free
to submit
patch with implementation.

It is, if you have enough money to pay for it. GIPS
solutions are expensive,
and that's one reason (but not only, sure) why people go for
open-source
solutions. Back to your question - actually, most of
features, available
only with GIPS are simply was not needed for anyone who use
sipX libs
without GIPS. Because I think all of them quite easily
implementable.
