Mike,
I don't mean any disrespect to you or to your client when I say this.
He's not budgeted enough for this type of machine. Sure, you might
find a used plotter on ebay or something, but remind your client that
you get what you pay for.
If he needs to print 36" jobs, tell him to find a good print-shop to
outsource with. He could use Kinko's, but there are plenty of locally
owned shops that will do it for less.
Once he can come up with the money, then he should buy something worth
having.

No disrespect taken. I know full well he hasn't been provided enough
money (it's for the City of Salisbury, MO). He knows it too. I even
mentioned it on the phone.
But I figured it'd be worth a shot to check in here. You never know
what's available untill you ask. Problem with "outsourcing"
something like this is that much of Northern Missouri (the Eastern
part, in which Salisbury and my shop (Kirksville)) is quit rural. We
don't have luxuries like Kinkos around; not unless we make a 100+
mile trip (in some cases -- he's a bit closer to Columbia than I, but
not *that* much closer.. )
