Now this codec is named simply "TELEPHONE-EVENT"
and is enabled
if codec_tones.dll is in the working dir, so sipXtapi will
be able to find it.
I'm not sure does it added to default VS2005 solution or
not, but you could
build it manually with this project file:

sipXmediaLibsrcmpcodecsplgtonesplgtones-msvc8.vcproj
