The developer checked out the root of the project so got trunk and tags for
all projects. The WC is huge as a result and contains proprietary code,
unfortunately.

However, I have found a (the) problem. Apparently the computer crashed during
a checkin (this may have been why his workstation was replaced). In any case,
the entries files and all-wcprops in one of the directories is all 0 bytes
(3745 for all-wcprops and 3990 for entries)... in other words, garbage. It is
this folder that the error message complains about (which is actually a
subfolder in the larger WC).

Deleting the directory to get a fresh copy and copying the data files within
resolved our problem in this case. So this seems to be an issue of just
straight file corruption. I looked at a few random files in prop-base and
text-base did not find other corruption.
