I agree that sharing patches is one way to perform such reviews.
However, patches are not nearly as convenient or easy to read as
Change Reports.
I believe there are a couple of ways that sharing of Change Reports
could be accomplished:
1) Add the ability to select the location of a working copy when
opening a Change Report (thus allowing my to view a Change Report of
a peer's working copy without creating a copy of it myself).
2) Add the capability of viewing patches in your nice Change Report
gui. Then a user could email or save on a shared disk a patch file,
and all other users could view it easily.
I think that this feature would be an extremely valuable one.
