Hi,
I've noticed that some files and directories allow adding them to the svn-ignore list, while others don't - why is that?

FIRST OF ALL, MAKE SURE THAT THESE FILES AND DIRECTORIES
HAVE NOT BEEN
ADDED TO THE REPOSITORY ALREADY. YOU CAN'T IGNORE VERSIONED
RESOURCES AS
FAR AS I REMEMBER.

I've noticed this too.  I played around with this for a while and (if I remember correctly) the parent directory has to be under svn control (committed, not just added) before you can add a file or subdirectory to svn ignore.
