FWIW, the consumer organisation in Sweden has ruled that if
you pay for a
8Mbps service but only get half, you should have a rebate on
your monthly fee
relative to the lower speed. Ie you should only pay for what
you actually get.
I don't see why this would be any different in the US. Go
get them!
