Add Xml tag using xslt

Hi, 

I need to add a tag around a specific word.Like this

<chapter> Chapter 1
       <title> Licenses and attribution
notices</title>
        <para> Redistributions of source code must
retain the above
copyright notice, this list of conditions and the following
disclaimer.</para>
</chapter>

Then I want to add a tag around the source word. And the
resultant xml would
be:

<chapter> Chapter 1
       <title> Licenses and attribution
notices</title>
        <para> Redistributions of
<high>source</high> code must retain the
above copyright notice, this list of conditions and the
following
disclaimer.</para>
</chapter>

My problem is that the xalan or saxon didn´t transform the
&lt in <. And
transform > in &gt.  How can I solve this problem?
